Local rules and cross-border travel
Which countries you may drive to, tolls and vignettes, traffic fines and local driving rules.
Yes, to Croatia, Serbia and Montenegro, but only with ETERNAL’s written approval before departure and the cross-border option recorded in the rental agreement. The contractual fee is shown before confirmation.
Where you may drive
- Bosnia and Herzegovina — always included
- Serbia, Croatia and Montenegro — allowed with prior written approval
- Any other country — not permitted with our vehicles
How to arrange it
- Tell us which countries you plan to visit, ideally when you book
- We confirm the permitted countries and add the cross-border option to your rental agreement
- The fee depends on how long you are renting for, and you see it before you confirm
- Carry the rental agreement, vehicle documents and written authorization in the car
Insurance proof: for a valid Bosnia and Herzegovina-registered and insured vehicle, the registration plate is accepted as compulsory motor-insurance proof in Croatia, Serbia and Montenegro under the Multilateral Agreement. A Green Card/IMIC is not a border requirement for those destinations, although the BiH Green Card Bureau recommends carrying one when supplied because it makes insurance identification easier after an accident.
Crossing without approval
Taking the car abroad without our written permission is a serious matter, not a formality:
- Your protection plan and insurance cover are void, so you are fully liable for any damage or theft
- It is a breach of the rental agreement, and you are liable for recovery and towing costs
- A penalty fee applies, as set out in your rental agreement
Next step
Add cross-border travel to your booking under "Manage bookings" on the ETERNAL website.
Tolls, road fees and vignettes are paid by the driver and are not included in the rental price. You pay them yourself at the toll booth as you drive — we do not fit an electronic toll device to our cars.
In Bosnia and Herzegovina
The motorway sections are tolled at staffed booths. You take a ticket when you join and pay when you leave, in cash or by card. There is no vignette to buy in advance.
In Serbia, Croatia and Montenegro
- Tolls are collected at booths on the motorways, in the same take-a-ticket way
- You can pay in cash or by card, though it helps to carry some local currency
- Any toll or road charge you incur abroad is yours to pay, exactly as at home
Note: you may drive abroad only with ETERNAL’s written approval. Tolls are separate from the contractual cross-border fee, which does not include road charges.

Fines are the responsibility of the driver. Normally we simply identify you to the authorities and they contact you directly. Occasionally, where a deadline is running out and the matter would otherwise escalate, we settle it first and then pass the amount on to you.
Good to know
- This applies to speeding, parking and any other offence during your rental period
- It also applies to offences committed abroad
- Fines can arrive weeks after your rental has ended

Winter equipment
Bosnia and Herzegovina requires prescribed winter equipment from 1 November through 31 March, regardless of weather. The law permits several compliant tyre-and-chain combinations; it does not require winter tyres on all four wheels in every case. ETERNAL equips the assigned vehicle to meet the applicable legal requirement; ask whether chains are recommended for your route.
Snow chains on request
If you are heading into the mountains and want snow chains as well, just ask. We normally provide them free of charge, subject to a set being available at the time. Mention it when you book so we can have them ready for you.
Keep these in the car
- Your rental agreement and the vehicle documents
- Your driving licence and ID or passport
- ETERNAL’s written cross-border authorization and any insurance document supplied for the assigned vehicle
In an emergency
Call 112 for police, ambulance or fire. For a breakdown or warning light, call ETERNAL roadside assistance on the number in your agreement. For any accident, damage, theft or break-in, call the police, obtain the official report, then contact ETERNAL and photograph the scene.
